スマトラ島沖地震の津波の惨劇とは対象に、このニュースは
何だか間の抜けた感じのするものではなかったでしょうか。
「中国、13億人目誕生」についてです。
中国での人口抑制対策は、今から2000年前の漢王朝から
あったと言われています。そして1979年、”一人っ子政策”と
いう現代の人口抑制政策が布かれることになります。
1979年といえば毛沢東が逝去し2，3年が過ぎた頃。毛沢東
は生前、中国共産党「富国強兵」のスローガンの下に、世の
母親達に未来を労働力を担う強兵を多く生みだすよう促しま
した。毛氏統率時代、人口は2倍近くに膨れ上がったと聞い
ています。
毛氏逝去後、鄧小平は爆発的に膨れ上がった人口を指摘、
人口問題に取り組むようになりました。そして布かれたのが
”一人っ子政策”です。
中国の13億人目は男の子だった。というニュースにふぅんと
頷かれる方がほとんどだったかと思います。しかし、このニュ
ースの中には一人っ子政策に対する疑問と政治的な新たな
動きがあることを示唆していたといいます。
一人っ子政策が布かれた後、子供1人しか産めないために
子供の性別を出産前から知り、男の子だったら産む、といった
家庭が増え、まず男子の人口が女子人口を大きく上回りました。
そして近年の経済成長で晩婚化が進み、結婚しない若者が
増加。今では日本にも負けない少子化、高齢化が進んでい
ます。
一人っ子政策が解かれる、という噂が国内で流れる中、
出産に関する法律がまた1つ増えるそうです。エコーなどに
よる胎児の性別鑑定をした者を厳しく罰するというもの。
出産前性別鑑定は男女差別や人権、倫理に触れるとした
法律なのだそうです。
社会の流れに合わせて中国の法律が日々変わっている
とはいえ、結果には原因があるものです。全てガチガチに
固める法律だらけの世界になってしまうのでしょうか・・・。
